Storm in a teacup. Lots of build up to... nothing much.
And, earlier on, some very dumb moments.
Not sure what's the point of having the Inhumans involved but Black Bolt is surprisingly good as a sidekick to CM.

-An alien spacecraft crashes in the street, and all the first responders just "go back to their precincts" and leave CM and Rick alone? C'mon!
-I think the doc was just horny--Her scheme just sounds a bit "iffy."

  Agreed that this could have made for a good story if it had some build-up. I did like the political sub-text (it's not so much sub-text as text) criticizing Cold War politics as destructive for both sides. I imagine that felt pretty timely in 1977.
