Too long and wordy. It's commendable to see a Hulk story tackling a serious concern like this, but this is a chore to read. Particularly the three-page press conference!

Characters making dumb choices don't help either. Ronald Jenkins bringing Banner along is just stupid. This man is the Hulk! One does not simply bring him along to situations of intense pressure/tension. And later when Jenkins sends Banner outside to talk to the press, it compounds the stupidity. Then Banner causes a widespread panic, which makes him look like an idiot, too. Moments like this continually take the reader out of the story.

  Oh man, that was bad. A little hint for comic writers everywhere, a long press conference is really not a good choice for a plot element.
