Quite a full issue, with a lot going on.
The opening scenes deal with the cliffhanger from the last issue, and show Thunderbolt Ross in a favourable light, bravely trying to make peace with the Hulk. A good scene ruined by a silly ending, where a trigger-happy soldier ends the détente.
Next we get a long sequence of the Hulk cleverly hiding himself away (for three weeks!) on a cargo ship. Interesting way to get our hero into a new story.
The second half of the issue introduces the new location, and the new characters. There's some solid Hulk smashing to bring us to the last page.

  Strong title, weak story. How many frickin' totalitarian regimes exist in the Marvel Universe? It seems like Europe and South America are infested with these places. Cold War paranoia, perhaps?

To be fair, there were a lot of totalitarian regimes in Europe back then, most of the Eastern European countries for example.

  I found the last panel a little strange. Hulk wouldn't kill the dictator who directly attacked him, but we're supposed to think the girl is in danger.
OK, if she and Hulk play toss the flowers in the water, there might be a problem.

  This dumdum baddie lost all menace as soon as I saw him claiming to be the Hulks match, while shooting him with a pistol on the cover. And I'm calling it for next issue. Rick Jones 3.0...as an 8 year old girl! This time literally...

  I've got a soft spot for the hulk issues from this period because I read them when I was little. Also, if there is one sequence of panels I've always remembered since then, it's the one from this issue, where Draxon is ranting, whilst the hulk slowly climbs up behind him. It's a bit like the "Puny God" scene in the Avengers film. That must count for something, so I've given it 4 stars.

Pomp And Circumstance - So, which one is it "Bolt-and-Blade", or "Blade-and-Bolt"??

Royal Portrait - I wonder if Draxon is a product of inbreeding? He looks a little deformed...

  I just don't buy the Hulk figuring out how to stow away like that. They can't spend all their time describing him as bestial and then have him do something like that.

  That exchange between the Hulk and GEN Ross was actually the most meaningful I'd seen so far. If that pilot hadn't pulled the trigger......I smell a possible What If story here.

The stowaway part was intriguing. I can see the Hulk doing that under normal circumstances; he's a bit childlike in nature and just wants to be left alone. Hiding in a crate is a logical-enough response. But.....I also wonder if Banner's pulling a few strings while he's locked away in the Hulk's mind the way he is.

Draxon is your typical cookie-cutter dictator with imperial aspirations. But that was fun to see Hulk picking him up, and the look on Draxon's face made him look like he was soiling his pants! Hey, not many people wouldn't do that if they were picked up by a pissed-off big green rage monster.

3 stars. A little better than advertised. The final panel was a cool shot, even if we all know the Hulk would never hurt that little girl.

  I liked, but didn't love the main story in this issue, but a few other parts really shined for me:
1) I really liked the parts with Thunderbolt Ross at the beginning. He's starting to show a lot of character growth (which is a little tough to see, as I know how Flanderized he'll be by the 90's)
2) It's really refreshing to see a completely silent page, especially out of Stan or Roy
3) I'm not a big fan of Trimpe's art, but I've got to give credit where credit's due: His landscapes and backgrounds are excellent. The first splash really popped for me, as did the the page where they do a flyover of Morvania

  The combination of ship's log, mysterious shipment, European rural setting and monster (the Hulk) made for a very Bram Stoker / Mary Shelley atmosphere! Kudos Roy! Shame it dissipates almost immediately with the modern dictator storyline...
