It's funny to look back now and think how racist things like this seem. At the time though, Luke Cage was a product of the Blaxploitation craze, which was very big and seen by many as a positive, empowering thing. Luke Cage is basically Marvel's version of Shaft.

I seem to remember an Avengers issue in the 80s (228 I seem to remember) where Egghead reformed the Masters of Evil and Tiger Shark called Radioactive Man a, and forgive the word, "gook." So even in the 80s, racism wasn't a big thing.
