I'm not sure if you're asking "How" as in, "What justifies the claim" or "How" as in, "where does he fit between other events", so I'll answer both. Again, neither to me justifies his inclusion in this project, but I'm all for the proliferation of knowledge however arbitrary. Anyway, the answer to why he is considered part of Earth-616 is really "just because". Either for promotional reasons or just to add to the richness of the Marvel U, he has been situated as part of it in various publications from official handbooks to things like Marvel Saga (Which, btw could be a good resource for readers having trouble with the early Marvel stories). As to where he fits, it's sometime after the earliest events concerning the Eternals/Deviants/Inhumans/Sinking of Atlantis and before everything else.

Obviously it's a little more complicated because they are licensed properties, but Marvel Conan is definitely, without question, considered part of Earth-616. It's important to remember, though, that Marvel Conan is analogous to, but not the same as, the original Conan or the Dark Horse Conan. However, since he really has no impact on the Marvel Universe beyond his own little slice of 616 pre-history, I personally can't make a case for his inclusion. In contrast to something like Howling Commandoes or Invaders, which feature characters that play an important role in Earth-616 proper.

You should remove Sgt. Fury 80, 107 & 132 which are reprint issues and add issues 108 & 115 which presents new material There is also one series which crossover with sgt Fury and that is "Combat Kelly" (1972) with frequent visits of Sam Sawyer
