Midle aged guy with a mustache...

Isnt it how all police officers from 40's looked like?

My problem is the fact there is no proof he cant be different person

We assume he is the same while there is no obvious reason to do that (in my opiniom)

I dont think we would assume something like that in post-ff issue...

But of course I understand Golden Age gives more possibilities to interpretation than Main Order....

I would treat them as separate characters unless there's a handbook/index reference or retcon (Saga of the Human Torch, 50s Torch revival) to the contrary.

On the side note:

I just checked Marvel Mystery Handbook again, and discovered it says his first appearance is in Marvel Mystery Comics #3
But there is no police in Human Torch story, but there is a police Chief (who looks entirely differently of course) in Sub Mariner story

So I guess we need to follow Handbook and add Chief Wilson there, but we should probably stop checking If the character we list fits previous descriptions/faces

Also: in his 2nd hanbook confirmed appearance in mArvel Mystery Comics #7 he is only called "Captain" (without a name)

{Damn You, Marvel}

I withdraw part of my previous reasoning. Still, If it's different name it should be different character...

I reread all Torch stories from mmc #7 to 13 and the only issue that uses actual name is #13

So we really have 6 issues where we have unnamed chief/captain/comissioner (which are all ranks used toward the same character in Human Torch vs Submariner arc who is confirmed by Saga to be Wilson)
and only one issue so far with Rawlins

I dont know what happens later but at this point it does not look as a big problem to create Rawlins for that one issue

I will keep it in mind though to double check every wilson appearance as I read further.

You might forget that character You called "Tom" at the end of story was called "Mike" at the beginning...

But those are two last panels of the story...
