Well, I suppose a Goebbels-looking character appears in the issue (page 3, panel 6), but he is not directly named.
Same with, mentioned above, Captain America Comics #22c (page 5, last panel), actually. But it's hard to tell with "historical" characters, and not superheroes.
So I don't know...

and thanks for adding vanhornluke, however it seems you've accidentally added Hirohito to CAC#30d instead of Mike Duffy (Jap. army does appear in the issue, but Hirohito doesn't, i believe)
